Disabling the touch pad on a lap top

Most lap tops have a key stroke, or a system tray way of enabling/disabling the touch pad. For my Toshiba, it was function-f9, and for our Dell it's in the system tray. I want it turned off, of course; but the sighted folks sharing the computer want it turned on.
