Activating a Mouse Over Link

Hello list,
Is there anyone out there that can tell me in Internet Explorer 7 how to
activate a link on the net when Jaws announces it as: "Mouse Over?" For
example; "Mouse Over Scott's Page." I have been fighting with my banks online
bill pay section of their website for a couple of hours now, and I am at a loss
as how to go about actually following these darn Mouse Over links...
