Wil, What happenes when I hit enter on the 'My bluetooth places on the start menu, is I'm just landed back on the 'Start button, and nothing happens - which suggested to me it was already running or something like that. Out of curiosity I did look at the properties of the shortcut last night, and in the shortcut tab there was no target. However there was a find Target button, so maybe its all tied in with this. If so, there might be an application within this group to establish connections and perform device discovery. The service may only be dealing with incoming requests for connections from other devices.
