Hi,
I have the same here on Outlook 2k3 SP2.
I can still sort of use it in this respect - did send an email form off
to FS but as usual got no reply (to be expected)! Par for the course,
they probably changed the functionality or suggested this is how it has
always been...

I've installed the 7.10.452 release and am using it with Outlook 2003 on
two PCs. On both machines, the Insert + A keystroke no longer creates a
dialogue with the attachment names, instead it moves the PC cursor to
the start of the attachment read-only edit. I've mentioned it to the
main UK supplier and they say no-one else has reported it.
Is anyone else getting this?
