Import it to the ssl listener, not the publishing rule.

I think I ran into the same thing last week, but at this hour I'm not
sure of anything.  I believe you have to import the certificate, even
though its installed on ISA, before it is available on the bridging tab.

Hi Jim,
for SSL Bridging (not SSL Tunneling) I need two certificates. One
installed on Web server and the other installe on ISA server. The
clients need to connect by using ISA certificate first to ISA and then
to Web server.
I need both of them. My question is, why I cannot select the ISA
certificate on tha tab Bridging of the publishing rule?
