  Because it does not exist at all. It is just virtual name which is resolved 
only when all your requests (even web server names) are going via web proxy 
server (ISA) where 
  this is resolved and served directly by gfiwebmonitor plugin before they are 
resolved by web proxy server itself.

    can i modify that setting of GFI? maybe i want to change the title header, 
etc....
    when i try to ping monitor.isa there're no address on it.

      You must use ISA as your proxy server in IE configuration, like that this 
path is resolved and served directly by webmonitor plugin of your PROXY server
