Browser Fix

I had problems getting to some banking sites, slow pages, timeouts,
blank pages, etc, and even had an internal web page from Trend Micro
Office Scan not work.
There is a hot fix out there (q818506) that fixed both problems right
up. No tweaking involved on the registry, but does require a re-boot.
