Does anyone know whether the PSS Article for this problem has been
released,
and also whether the fix is generally available?

For the life of me I cannot find any info on MS.com

I think a clarification is in order.

Jeff, did you apply the patch to the local workstation, or to the ISA
server?

If you only applied to the ISA server, I feel a lab test coming on.
