I think you badly need a dictionary and, perhaps, a daily dose of 'The
Hindu'. Free speech never meant "Paid Speech is available".

As you can see below only one out of 12 possible meanings, has something to
do with cost.
All other 11 (and THE FIRST) have something to do with freedom.
