However, based on my experience in Government way of working, Google
model is the best for govt. Why one huge common database for all
application - except possibly a huge citizen database. Most of the
government work can be split into several convenient independent
databases. Interaction among different department are very minimal.
In last nearly 20years of GOI working I have not seen a single
instance of huge data is really analysed and some decision taken.
Essentially, what is required a data storage, which can be retrieved,
mostly with point queries.
What people talk about e-governance with large enterprise grade ( and
other high sounding words) will have no use unless administrative
reforms are carried out, and drastic change is brought in procedures.
In my estimate even a very determined, honest ministers+top_officers
should take atleast 20 years to bring about the kind of unified
database that will truely mean e-governance. Until, that time,
building in pieces (however keeping the design centralised and
compatible) will be cost effective way.
I know serveral offices who have IBM/Solaris/HP servers worth
8-10lakhs storing 50% records of what I am storing on p3-PC.
In my opinion government should not rush in spending on hardware,
before really developing,testing application. Generally the
implementation time is very long, and the full power of system will
be required about 2-3 years after serious start of implementation.
Delay hardware procurement as much as possible to get best
price+technology.
