Correct. Once I had a conversation with one of the Dell Guys on twitter. I
asked him why they "Recommend Windows". All they could say was, "There are
also models that come with no OS preinstalled."

That said, Take a look at this. Especially the 6th point:

I believe the above link applies to the US market.   The Dell mini
store sales (in Croma) categorically told me Dell Mini is available
with Windows 7 only and that only the Vostro models can be ordered
with Ubuntu.

HP mini does come with FREEDOS and @ 15K is an attractive price.
