I also faced a similiar problem with my clients website
www.rscomptech.org. I was using windows platform as the operating
system. I was and I am using tata indicom telephone cdma service. I
was unable to access my client website and the access pattern happend
to be discrete. some time i was able to access and some time i am not.
when i checked with the other isp Touchtel in a browsing center, the
webpage was browsing without any problem.
I nail down my problem with a tool
www.megaproxy.com through which in my machine i was able to browse
the troubled website and that the same cannot be browsed through my IE
browser and the same period (with a lag of 5 mins) and came to
conclusion that some malicious code was closing and opening the dns
door (for resolving) on and off discretely to the concerned web
site.other than
that i was unable to ping my website , but through megaproxy.com i can
able to browse my website through their dns support.
I see similarity in this issue, i would suggest you to back up your
data and format your hard drive. I divorced windows and with linux
now living peacefully.
I am not running down to the conclusion saying that we both had the
same problem,you might check the same with www.megaproxy.com web site
and let me know.
I am a bit sure that this is not a propogational delay problem.

Yes. It might take time for DNS Cache to get updated in BSNL DC
