Without static IP you cannot run a mail server.

If you are on broadband with one of these ISP BSNL or Airtel you will not
be able to, because as soon as you try to send an email, the google server
or hotmail server would come back telling that this is not the designated
IP for sending email for xxx.xxxx.xxx.xx.airtel.in or yyy.yy.yyy.yyy.bsnl.in

Please let us know what is the ISP you have and do you have a static IP.
If you have a static IP then you have a better chance or getting delisted
from RBL.
