Perhaps, it helps the (otherwise) clueless Windows system programmer to
maneuver around the dumb design/architecture and idiosyncrasies of the
Windows OS. It rather sounds like playing minesweeper, but with
cheat-code to know all the land-mine locations before-hand.
For a FLOSS developer, any of these "shared-source"
license would be a bait (especially, for those who work on projects like
Wine or Samba).
