[Ilugc] Internet speed

I am using Ubuntu 7.10. I am using broadband here. It`s backbone is 2Mbps.
From Ubuntu, i only get 8-10 kbps speed. Today, one guy of my ISP came with
his Windows laptop and surfed and downloaded with 15-20 kbps from my ip.
Simultaneously i plugged in my Ubuntu laptop and tried to get that speed,
but i only got 8-12 kbps.
What`s the reason?
And, is it possible to overcome this problem?
