so i want to know which is better
Fedora 9 or RedHat 9
reply me on which i can choose either this or that
and tell me the valid reason also...

Fedora 9 is community version and the latest one, Red Hat 9 is very very old.
Also by Red Hat, do you mean Red Hat Enterprise Linux? If yes then its
commercial version with no free support. Go for Fedora 9, though it has some
issues with network manager. You may try Mandriva which is also rpm based and
very popular distro.
