Yes, it comes with 2.6.9-1.667 by default.

Yes. FC3 is a recent distro with a 2.6 kernel, and
hence it uses module-init-tools. So, upgrading to a
higher 2.6.y is not a problem.

Dude, 2.6 is very stable and since FC3 already has
2.6, you already have userland utilities working.
I use Linux 2.6.12 on x86 (on laptops), in x86
development environments (on desktops), on embedded
platforms (on ARM) and it rocks!
