Sure there is. The traditional norms of Free software have never
involved web services and none of the licenses (except for Affero GPL)
treat web services as a form of distribution.

The latest GPL v3 draft at
http://gplv3.fsf.org/gpl-draft-2007-03-28.html includes a compatibility ;
provision with (yet to be released) Affero GPLv2. This along with the
related rationale document explaining the changes shows that there is
indeed a difference between a web service and a product.
