Don't know what you mean by "lowly" please elaborate.  Besides,  it
does not make any grammatical sense to me.


Most of the chaps I have interviewed have all the right credentials
but within 10 mins. of interviewing it is apparent that they are paper
chasers and are not able retain/apply the knowledge that they have
acquired.

Equal chances that you are an inexperienced interviewer.

I think you are right.  Next time I interview candidates, I will keep
it in mind and I would appreciate your help to do the interviewing  if
you are in the Mumbai area.
