Component replace is broken. The software is doing a sneaky check to see if the replace part is necessary, its comparing the library part with that that is in the schematic. And as Shirley Oregon says, this is 'dumb' text, and it cant detect a difference. To prove this, do component ADD, and drop the lib part next to your schematic part, and you will always get whats in the library, you will see the change you made. We are now using the metadata options, and baselining our parts on save. This fixes this issue cold. The rev number changes, and the Component Revision Manager WILL see the change, and replace the part. Im on 16.2 also. That will change the part for every instance on the schematic but again as someone said closing the schematic and opening it again may have to be done. I am not sure that you can change a individual instance of a part on a schematic without changing the library symbol itself. But I have been known to not know everything.
