Bill- We have found two different software tools that provide this capability, for creating schematic & package symbols from a PDF data sheet or spreadsheet. Cadence offers PCB Librarian Expert, with a schematic symbol generator named PDV (Part Developer). This provides very good, out of the box capability to create schematic symbols for Concept. Package Symbol automation is limited to the Allegro Symbol wizards that were introduced within the last few releases; which work great for the 8 or so package styles supported.
