PTC has a tool called Harmony.It can do this.

Hi all,
In Allegro, is there a way to construct a single entity out of individual
line sements? Such as board outline segments.
Also, is there a way to "Z copy" or copy "non-etch lines" to another non-etch
layer?
Z Copy wants Clines, shapes or closed polygons.
Current work around is to copy all lines to another location, then
Edit>Change>Lines to another layer. Than move it back to the original location.
I just want to copy in the same location.
