When you call up the viewer, type set on the command line. Are all paths
pointing to that version of the viewer?
This sounds like you may have loaded the viewer where there is a path collision.

Hi all,
After installing free viewer v 16.3, I do not get any menu text and most
icons are "grayed out".
Can anybody tell me why or how to get it working?
I have XP which is supported according to readme. Followed all
installation defaults and uninstalled previous version first.
