Not a direct answer to your question, but you can fix this by dropping the RTF file into your favourite text editor, and changing 'ansi' in the first line to 'ansiacorn'. Now ellipses will be properly displayed in EasiWriter. NB: the 'ansiacorn' tag is specific to Easi/TechWriter, and isn't supported by other RISC OS apps or on other platforms.
