Got it! It's ROS, a wideband digital mode that is only allowed in the US above 222 MHz. According to the ROS-EU club website, there is a "Beacon/Repeater" channel on 28.295 MHz with the ROS 2KHz mode.
There's also one on 27.505 MHz for ROS Freebanders, this could be a headache...
Let's see, in the hour I searched, there was an FCC ban on the mode below 222 MHz, an ARRL editorial speaking against it, a boycott by the RSGB, rumors of UGO's (Un-named Gov't Organizations) getting involved, a lawsuit over the review of the mode, a supposed report posted on the blog by "Agent 3830" of the FCC, charges that the ARRL lied because they didn't write the code (the old 'NIH' syndrome, hi!), and so on...
There's numerous 'flavors' of ROS out there, this is the ROS16-2K apparently. It's supposed to be very robust but very wide and V-E-R-Y S-L-O-W, try 1 baud rates on HF paths, ugh...
Just another PITA to deal with. Anyone got some spare Preparation-H out there???
