When I did an alpha-raw build yesterday none of the packages
downloaded were
named Development, and I did install all of them to my Haiku hard drive.
Maybe you could provide a url to this package?
It's not a zip file, it's a "package" - meaning it's a target for
installing something to the image and makes up multiple tools, the
headers/libs, some symlinks, etc.

That's why I indicated in the forums that you really should install
this package when building your images, as it's not something you can
easily install afterward.
