Are you sure moving the timezone setting into the Locale panel is a good
idea. For me Locale == language and Time == time, date, timezone. So
that's where I'd look for it.
Maybe the Time panel could look into the locale setting for a hint how to
set the timezone, if the user hasn't set the timezone explicitly yet.
Likewise the Locale panel could look into the timezone setting, if that
has been set already, to guesstimate a default when there's no explicit
locale setting yet.
If you do move the timezone setting into the locale panel, please consider
adding a button to change the timezone into the Time panel.
