Strictly speaking this should be doable as a straight woodworking job.
A barrel is just a set of staves, two ends and a couple rings. It can
be collapsed and reassembled relatively easily, as long as you're not
expecting it to be tight enough to hold whiskey*.
(Now *that* would be a fun stunt, and conceivably doable if you could
conceal a storage tank in the vehicle and buy that much whiskey.
You'd need a pump to fill the barrels fast enough, just use plastic
liners to keep the barrels from leaking.)
A bundle of traditional barrel staves wouldn't store compactly,
they're too three-dimensional. I wonder if we could fake it by
kerf-cutting staves with the laser out of thin plywood, so when you
unroll them, they store flat, but you can roll them into a curved
barrel shape.
