Sounds like something is going on during background refresh to revert your
settings. I am assuming you are using IE Maintenance policy to deliver proxy
settings? You're not using IE Maintenance Preference mode, are you? In any
case, you might want to try the following. For all the computers where this
is happening, set the following policy to process IE Maintenance policy even
if there are no GP changes:

 

Computer Configuration\Admin Templates\System\Group Policy\IE Maintenance
Policy Processing\Process even if Group Policy Objects have not changed

 

Let us know if that works.

Loopback is defiantly not applied to the affected computers.  If I look gp
results from from the gpmc the right proxy is getting applied.  And it is
right after a user reboots and logs in it only changes after about half an
hour to an hour.

Wally-

The reason I suggested loopback may be involved is because one of the
side-effects of loopback merge mode is that user policies can be processed
twice. Loopback is a per computer policy that would be enabled under
Computer Configuration\Admin. Templates\System\Group Policy\User Group
Policy loopback processing mode. I would check to ensure this policy is not
enabled somehow on your client systems. 

 

Assuming its not that, the duplicate entries you see below could just be an
artifact of gpresult. I would run the GPMC GP Results Wizard and see what it
shows. I find it easier to see conflicts using that tool than I do with
gpresult.exe.

Loopback processing?  I am not familiar with this.  Does anyone know why in
the example I gave below the proxy settings are applied twice?  Is there a
cached policy on the local pc or something?

I have been using Group Policy to apply IE proxy settings on a 2003 Active
directory domain.  I had not changed anything in quite awhile but I decided
to force everyone to have a locking screensaver which I did with group
policy.  When I did this all of a sudden my users proxy settings changed to
the ip of an old proxy server that does not exist.  IF I get a user to
reboot the proxy settings go back to normal so it looks like Group policy is
working properly.  But after an undetermined amount of time the proxy
settings go back to the old setting which is wrong.  I have looked at the
local GPO but it does not have the setting in it. I can not find where the
old Proxy setting is coming from.

 

Here is a copy from part of gpresult /v  it looks like the proxy server is
getting applied twice. the 143.61.151.99 address is the bad proxy but I
can't find that address in the gpo's that are getting applied.
