I don't know about Win2K (I think it depends upon the version of IE in use there) but on 2003 and XP, I would use the site-zone assignment feature in IE admin templates rather than IE Maintenance. I found the settings under UserConfig\Windows Settings\Internet Explorer Maintenance\Security\Security Zones and Content Ratings\ When I open this up and choose to import the current security zones- I get prompted that this will only work on Windows Server 2003 with IE enhanced security enabled.
