Alan's Policy Reporter is excellent for parsing Userenv.log, which can
sometimes show where problems lie.

... or you could download a copy of my free Policy Log Reporter, enable
detailed logging and see what the log tells you.

 

You can checkout http://support.microsoft.com/kb/221833/en-us to see how to
enable logging 

 

If you still can't understand what is going on, post the log and we can
check it out for you.

You could try downloading a trial copy of my health reporter tool

(www.sdmsoftware.com/products.php). It may point to issues that RSOP is not

showing.

Are you using any security group or WMI filtering on the GPO(s) in

question? Does the system receive any Group Policy at all?

I have a Tablet PC that is not getting all the Group Policy that it

should.  Instead RSoP shows Group Policy Not Applied (Unknown Reason) . 

 

Is there a tool for troubleshooting that can help me figure this out?
