You may have to run Process Monitor to spy on which reg value needs to be set and then use GP Preferences Registry extension or a custom ADM to deal with it. I don't have the 2003 ADMs in front of me but I thought I remembered seeing that setting in them. If not, then Process Monitor is your best bet.
