It seems for office 2003 that I had to create a custom .adm
I don't know if this is the absolute correct way but here ya go.

You may have to run Process Monitor to spy on which reg value needs to be set
and then use GP Preferences Registry extension or a custom ADM to deal with it.
I don't have the 2003 ADMs in front of me but I thought I remembered seeing
that setting in them. If not, then Process Monitor is your best bet.

Yes I understand it has to be done for each separate program, however there is
nothing within office 2003. Office 2007 apparently their is.
