When making a pedestrian route the current system will look for the route
that is the shortest in terms of distance. When making a vehicular route,
the
current system will look for the route that has the highest posted speeds
limits which almost always means redirecting you to the freeway.  
 
If you are wanting to modify a route the GPS creates, you must save it, then
add/modify/remove waypoints and save it. If you are wanting the  modified
version
of the route in the future, you must go and open  the customized route.

When setting a destination, are you directed through the shortest route?
Does the system also give you a selection of routes so that you can choose
the best one? Can you modify the route the system provides?

Most streets are included in the system and most stores are included in the
system. It is possibel to create routes to smaller streets; I was actually
very surprised when I set my destination to a place in China Town which is
in San Francisco and the GPS signaled to turn at what I thought was just an
alley that didn't go anywhere.

Are only large streets included in the maps? If so, how do you create routes
using the other streets, if they are not includd in the system?

We can't, but you can make a POI at the entrance of the street.
