I am not aware of any standard for determining the needed UPS back up time. I figure that, since it is insurance, you buy however much you think you will need to cover yourself during your projected "bad situations". The more you need, the more it costs. For example, we have a generator on site that exists to be used whenever the power goes out (which is pretty rare). We guessed that 30 minutes gives us enough time to assess the situation and decide whether to fire up the generator or perform a controlled shutdown of our control computers.
