Well there are plus and minuses on both sides of that fence. Unix vs.
windows. For this issue, not having to edit a file (init.user) and then
reboot is more painful than just selecting another pointer and continue
operating the plant.

The TAC response was correct.  It is very easy to change the cursor on
NT/XP. Just use the Control Panel  Mouse Icon and select a new pointer. 
You can get cursors/pointers anywhere on the internet and download to your
70's box for use.
