Finally had a chance to logi into a system.
In the latest versions of FoxView/Foxdraw......stuff formerly found in the 
foxdraw.ini file are now found in the registry...

Title of keys speak for themselves.....but Settings, then WindowPos

Sorry, I meant to reply to this earlier.  I searched both the C: and D: drives 
for the foxdraw.ini file and could not find the file.  I also searched for this 
same file on the properly working machine next to it with the same results, 
file not found.
