Terry, Yes, it does depend on INHOPT which has four possible options 0 = when inhibited, disable message but allow detection - on alarm HHAIND goes TRUE 1 = when inhibited, disable both - your HHAIND will not get set TRUE when MEAS is above HH setpoint.
