RUS Solved!!!!

Two undocumented rules:
1. The RUS cannot be assigned to a Cluster Server
2. The RUS cannot be assigned to a Front-End Server
Once I changed this to a non-clustered/non-front-end Exchange 2000
server, The MSExchangeAL logs started appearing.
