Where is the destination folder for the rule? Your choices for both questions are: a) Exchange-based storage b) Personal Folders (PST) storage If you said (b) for either question, change delivery and the destination folder(s) for the rule(s) to Exchange-based storage. This will make the rules operate server-side. If that causes a problem for offline operation, enable cached mode.
