Event ID 4000 Source SMTPSVC

getting the following error in my event log of the webserver. searched
through microsoft's site, couldn't find anything that worked. any ideas of
how to resolve? running W2k, IIS, exchange 2000 & aspemail.
Message delivery to the remote domain 'abccompany.com' failed for the
following reason: The remote server did not respond to a connection
attempt.
