Is this happening to every domain, or just certain ones?

Tell us if you can ping the domain.
Go to http://www.kloth.net/services/nslookup.php and do a lookup on the MX
record for the domain...
Is Kloth able to resolve the MX?  Try telneting to the available MX records
from your mail bridgehead and let us know if you are successful telneting to
it.

getting the following error in my event log of the webserver. searched
through microsoft's site, couldn't find anything that worked. any ideas of
how to resolve?  running W2k, IIS, exchange 2000 & aspemail.

Message delivery to the remote domain 'abccompany.com' failed for the
following reason: The remote server did not respond to a connection attempt.
