[duxuser] what did I do wrong?

I am trying to make a Duxbury templeate in which I can set an svprg code
to start the paragraph at the left margin and to skip a line between
each paragraph.
Here's what I did:
In a new print document, I entered the code at the top of the document
svprg1:1. I created the template and gave it a name and did not check
any of the boxes in the dialog box. I said yes to the question about
saving the codes present in the document to the template. The paragraph
still started at cell 3.
