In print, the single quote symbol is actually a different sign from ordinary quotation marks. The sign is produced by using the accent-grave key which is located to the left of the number one on most keyboards. I think some typists may be using an alternative key to produce this sign.
An example of a sentence including single quotes would be the following.
The teacher said, "John, in last week's essay you used the word
`amazing` 97 times."
This sentence contains ordinary quotes produced using the shift of the apostrophe, an actual apostrophe, and single quots produced using the accent-grave key. Perhaps people might want to experiment with a sentence like this to determine if "smart quotes" is in fact having an impact on their translation. Single quotes should tranlate in braille as dot six followed by dots 2-3-6 for an opening quote and dots 3-5-6 followed by a dot 3 as a closing quote.
