I guess if you don't sign it, Vista will always ask a user if it's ok to
run the program? Yuck!
Does it only ask when the DLL is first loaded?

It is now made with BDS 4.0 and uses more modern, hopefully safer and
more
secure, libraries.
Signing it only adds about 4K but helps to keep Vista happy.
