Removing that line from the run-time package will have no impact except reduce the size of the package (at least from what the package would have been if the line worked). That line is (at present and most likely forever) not needed in any version as it is only there to allow the design package access to the dlls even if they are missing and the design package does not need access to them. (I will remove it from all versions in further updates). Do you get similar errors with the {$R ....} statements when building other applications?
