Had a bit of a look and it looks like they enforce the command
{$R "resdlls.res" "ResDlls.rc"} 
With the source name (ResDlls.rc) missing it evidently complains that they
are the same.
In delphi 4-7 this form is only needed if you want to build the res file
instead of using pre-compiled resources.

So I will have to re-arrange things to do it this way.

Ps There are instructions with MakeResDlls because that is a tool I use to
do the job (actually there may be a problem in it) and I only put it in the
tools directory to keep things together.
It actually does too much to be able to fix the problem.

I will have to check but it may be possible to convince Delphi to link
the
resource script and compile the resdlls.res itself.
You could also try the tool in the tools\ResDll\MakeDllRes to compile
the
file with the Delphi 2005 resource compiler (assuming they still
supply
one).
