That sounds backwards. If you have a library with pedal down and cuddle up 
samples, the default should be at the pedal down sample plays when the sustain 
pedal is pressed down. With a value of 127. And the panel samples are played 
when ever the panel is not pressed down. Or when it is pressed up with a value 
of zero
