Have you tried using Boost 11 Compression in your output bus?
Like Chris, I export to MP3 or Wave and then use Nero to burn. Then I tell
Nero to Normalize.
But in general, the output needs to be pretty hot in Sonar to get a CD with
a commercial-level volume.
Play around, make a few coasters and you'll finally get where you want to
be.

Dennis, safe level is usually peaking just below 0dBFS, something like
-0.3dBFS, some use -0.2 or -0.1.
I've never tried Sonar's burn feature. I usually export to 16-bit 44.1K
stereo wav, and then burn in Sound Forge, Nero Burning Rom or similar.
