Phil,
When we were in a similar situation with Wind Mobile last year, the best course
of action seems to be getting the users involve by asking them to call into
their carriers and find out if there was something the carrier can assist with.
I vaguely remember someone from D2L telling me that their email to SMS was
actively being blocked by Wind Mobile. It took a few clients from Wind to call
in and D2L to reach out to tell to get that sorted out.

Hi everyone,
Brian and Samson; thank you for your responses.
I support Brightspace users at Sault College. Bell Mobility customers are not
receiving the Confirmation Code when registering their Bell Mobility number.
Mobile customers with other providers are not experiencing this problem. It
may have worked for Bell Mobility customers previous to this semester. Some
students who are experiencing this issue say it used to work in the past. I
recently signed up with Bell Mobility and am experiencing the same results as
others at Sault, not receiving the Confirmation Code.
All, please continue to reply. Hearing from others is very helpful.

Hi everyone.
I support Brightspace users at Mohawk College, I use Brighstpace in my teaching
at McMaster University, and I am a Bell mobility customer. I have News
Notifications set to be received as SMS in my McMaster course and they have
been working as expected for me this semester.
I just registered my phone with a test account, ran a quick test at Mohawk and
received an SMS notification related to a content update within 60 seconds - no
problem. I have not received any complaints from faculty or students related to
this.

D2L Problem Management item PRB0051597 is related to this issue.
Bell Mobility Customers are not receiving Learning Environment notification
updates.
As per an update to our incident, from D2L Support, from investigation into the
logs related to the SMS notifications, it looks like while the notification is
actually sent, some cell phone providers are deferring the messages as
potential spam, and so they never reach the intended recipient. In some cases
changing the reply to address, or adding the SPF record resolves the issue, but
in other cases it was found to still not work.
Items to note:
1. I removed the from address, the D2L notification still did not
successfully send.
2. Outside of D2L, I was able to successfully send an email to SMS for a
Bell Mobility customer.
3. Outside of D2L, I was able to successfully send an SMS to email from a
Bell Mobility customer.
4. All of the above were from our domain.
5. Bell Mobility customers, so far, are the only ones impacted.
Does anyone have D2L LE Notifications working for Bell Mobility customers?
For the related D2L PRB, there is currently no ETA on what can be done to
resolve this, but as new information is obtained, they are letting me know.
